Johnson City police arrested an Elizabethton woman Tuesday on charges that she used another person’s credit card to make purchases. Heather K. Richardson, 23, 220 Nave Hollow Loop, Elizabethton, was with fraudulent use of a credit or debit card and theft of property over $1,000. Police said Richardson’s arrest resulted from an investigation into fraudulent charges made to a Belk Department Store credit card. The investigation showed Richardson unlawfully used the victim’s credit card to make purchases in Tennessee and North Carolina. Richardson turned herself in Tuesday at the Washington County Detention Center, where she was held on $20,000 bond. She was arraigned Wednesday in Sessions Court. Tuesday’s arrest was not Richardson’s first in Johnson City: — In August 2013, she was charged with shoplifting. — In January 2014, Richardson was charged with aggravated assault. — In February 2014, she was one of two people arrested when police found drugs at a Johnson City hotel. Richardson and Terelle Sanders were each charged with possession of schedule II drugs for resale, possession of schedule VI drugs for resale and possession of drug paraphernalia.
