Former Lansing police officer accused of soliciting sex with minor


Federal prosecutors charged a Leavenworth County man today with using the Internet to solicit sex with a minor.

The man, William Brian Duncan, 40, is a former Lansing police officer and school board member.

Authorities arrested him Wednesday after he drove to Kansas City to meet with someone he thought was a 14-year-old boy, according to an affidavit filed by investigators.

The meeting had been set up during online chats between Duncan and undercover officers with the FBI Cyber Crime Task Force who posed as the 14-year-old boy, according to the affidavit filed in U.S. District Court in Kansas City.


Law enforcement officers began communicating with Duncan after someone reported online chats with him in which he said was looking for others to speak with for a college paper on sexual orientation. He was not a college student, according to the court documents.

The charge filed against Duncan carries a sentence of 10 years to life in prison.
