Portland man accused of a second round of credit card fraud after release from federal prison on similar charges

Andrew J. Clark, 26, pleaded not guilty this week in federal court to a four-count indictment charging him with aggravated identity theft, unlawful possession of a credit card re-encoding device, unlawful use and possession of fraudulent credit card numbers.
