Bruce Barclay, the former chairman of the Cumberland County commissioners, was sentenced to probation, community service and fines in a case involving his secretly recording men having sex in his Monroe Twp. home.

Barclay was convicted last month after a one-day nonjury trial before York County Judge Michael E. Bortner of two felonies related to Barclay’s installing spyware to secretly monitor another man’s e-mail and Internet activity.

Barclay also was found guilty of misdemeanor offenses involving videotaping the men without their knowledge and one misdemeanor offense of hiring male prostitutes.

All together, he was sentenced to 9 months of electronic monitoring; about 8 years’ probation; $18,000 in fines; 200 hours of community service; and has to have a psychological evaluation.

“I sincerely apologize to the people involved and ask for their forgiveness and apologize to the people who look up to me, for my bad decisions,” Barclay said before he was sentenced.

“I realize I’ve done wrong,” he said. “I’m ready to get this chapter closed and behind me so I can continue to contribute to the betterment of this community.”

Four people testified on Barclay’s behalf, including current Cumberland County Commissioner Rick Rovegno. All four said Barclay’s community contributions outweighed his wrongdoing and asked he not serve jail time.

Barclay was in his fifth year as commissioner in April 2008 when he resigned after investigators said he had been accused of rape.

The accuser recanted the accusation within weeks, but his accusations led state police to search Barclay’s home and find evidence of hidden cameras and secret videotaping that
resulted in Barclay’s arrest on Oct. 31, 2008.
