Dozens cited in Bristol Bay for commercial, sport fishing violations

Alaska State Troopers cited dozens of commercial and others July 1-6 for violations ranging from fishing in closed waters of Bristol Bay to having unlicensed crew members on board, as well as sport fishing violations.

Any charges reported in the troopers’ news releases are merely accusations and the defendants are presumed innocent unless and until proven guilty.

The following is a rundown of the citations issued, by the date reported by troopers::

July 6

Larry T. Brown, 48, Eek, and Eric Phillip, 45, Anchorage, were cited by Alaska Wildlife Troopers on July 3 for failure to register a power boat while operating a vessel in the Nushagak commercial fishing district. Report contains no further information.

Michael M. Kelley, 49, Cordova, was cited by wildlife troopers for commercial salmon drift gillnet fishing south of the southern Nushagak Commercial Fishing District line in closed waters. Arraignment is scheduled in Dillingham District Court on July 12.

James R. Balmer, 37, Etna, CA., and Signar B. Lie, 66, Snohomish, WA., were cited July 3 for commercial fishing in closed waters south of the south line of the Nushagak section.

Arraignment was set for July 18 in Dillingham District Court.

Richard F. Cooke, 46, Cedar Key, FL., was cited by Alaska Wildlife Troopers on July 4 for commercial drift gillnet salmon fishing south of the South Nushagak district line in closed waters. Arraignment was set for July 12 in Dillingham District Court.

Nicholas Tinker, 32, Aleknagik, was cited by Alaska Wildlife Troopers on July 4 for commercial fishing in closed waters south of the Nushagak section of the Nushagak district. Arraignment was set for July 18 in Dillingham.

James Smith, 65, of Washington was cited by wildlife troopers on July 4 for commercial fishing in closed waters in the Ugashik district aboard the F/V Chris R. Arraignment was set for July 14 in Naknek District Court.

Brian Delay, 31, Juneau, was cited by wildlife troopers on July 4 for commercial fishing in closed waters in the Ugashik district aboard the F/V Rainy Dawn. Arraignment ws set for July 21 in Naknek District Court.

Allen Tibbetts, 63, Eagle River, was cited by wildlife troopers on July 5 for having an unlicensed vessel taking part in the commercial fishery in the Ugashik district of Bristol Bay. Bail was set at $210 with an optional court appearance in Naknek District Court.

Roger Mumm, 52, Oregon, (no home town listed) was cited by wildlife troopers on July 5 for being an unlicensed crewmember aboard an unnamed vessel in the commercial fishery in the Ugashik district of Bristol Bay. Bail was set at $260 with an optional court appearance in Naknek District Court.

Jon Greeway, 54, Washington (no home town listed) was cited by wildlife troopers July 5 for employing an unlicensed crewmember aboard a vessel in the commercial fishery in the Ugashik district. Bail was set at $260 with an optional court appearance in Naknek District Court.

Eric Beeman, 50, Kenai, was cited by wildlife troopers on July 5 for failing to display his vessel registration on his vessel while commercial fishing in the Ugashik district of Bristol Bay. Bail was set at $60 with an optional court appearance in Naknek District Court.

Luke Daniel Swab, 27, Merritt, Michigan, was cited on the commercial fishing vessel Jimmy Jeff on July 5 for fishing in closed waters in the Egegik district of Bristol Bay. Arraignment was set for July 13 in Naknek District Court.

Michael George Higgins, 45, and Dillon Scott Clay, 19, both of Mount Vernon, WA., were cited on July 5 on the F/V Gododdin for fishing in closed waters of the Egegik district of Bristol Bay. Arraignment was set for July 13 in Naknek District Court.

Alaska State Troopers were notified on July 6 of an assault aboard the F/V Red Hook 2 in Bristol Bay near Johnson Hill. Troopers met the boat as it pulled up to the Peter Pan Seafoods dock at Naknek. An investigation revealed that Peter Sommerness, 33, Marysville, WA, had assaulted two crew members on the board while they were fishing earlier that day. Sommerness was arrested on two counts of domestic violence assault and transported to the King Salmon jail.

July 5

Drew R. Wise, 53, and Daniel J. Olson, 33, both of Everett, WA, were cited July 3 for commercial fishing in closed waters as dual permit holders aboard the F/V Maxine W. Arraignment was set for July 14 in Naknek District Court.

Jeffrey J. Pike, 43, of Bellingham, WA., was cited July 3 for commercial fishing in closed waters of the Naknek District of Bristol Bay. Arraignment was set for July 14 in Naknek District Court.

Joe Bonanno, 67, Monterey, CA. and Alfonso Bonanno, 40, Seaside, CA., were cited July 3 for commercial fishing in closed waters in the Naknek district of Bristol Bay board the F/V Lady Bea II. Arraignment was set for July 14 in Naknek District Court.

Alaska State Troopers said that at about 3 a.m. on July 5 that Terry Ostling, 39, Cathlamet, WA., had his fishing vessel anchored in the Egegik River and he and his crew were sleeping below deck when another fishing vessel hit them head on in dense fog. The collision caused substantial damage to the bow and snapped the anchor chain. Due to dense fog, Ostling was unable to identify the boat that hit them. The second boat did not stop. Damage to Ostling’s boat was estimated at $2,000. Anyone with information on the second boat involved is asked to call Alaska State Troopers in King Salmon.

July 4

Daniel L. Himebauch, 56, Fairbanks, was cited by wildlife troopers on July 3 for failure to release snagged sockeye salmon and using a weighted treble hook while sport fishing on the Wood River. Bail was set at $250. Arraignment is scheduled in Dillingham District Court within 20 days.

Jason M. Closner, 28, Molalla, OR., was cited July 3 for failure to release snagged sockeye salmon, using a weighted treble hook while sport fishing in fresh water, and over limit of sockeye salmon in the Wood River. Bail for the offenses is $490. Arraignment is scheduled in Dillingham District Court within 20 days.

Shad L. Cook, 32, Beaver Creek, OR, was cited by wildlife troopers for failure to release snagged sockeye salmon and using a weighted treble hook while sport fishing on the Wood River. Bail was set at $240 and arraignment for Dillingham District Court within 20 days.

Marshall S. Kennesen, 38, Tumwater, WA., was cited on June 27, for commercial fishing during a closed period in the Egegik district. Kenneson had drift gear operating off of the F/V Wahoo two minutes and five seconds after the district closure by emergency order

Michael Wilson, 52, Ellensburg, WA., was cited on June 29 for commercial fishing aboard the F/V Miss Layla, 324 feet outside of the Naknek District of Bristol Bay. Arraignment was set for July 20 in Naknek District Court.

Timothy Mahoney, 44, Unalaska, was cited on July 3 for commercial fishing from the F/V Sea Hawk, 240 feet south of the Naknek district southern boundary. Arraignment was set for July 13 in Naknek District Court.

Alexander J. Urie, 18, Shoreline Washington, for not having his photo ID in his possession while commercial fishing as permit holder in the Egegik district of Bristol Bay. Arraignment is set for July 20.

Frederick J. Ziele, 28, Renton, WA., was cited for no crewmember’s license in possession while working aboard the F/V Jimmy in the Egegik district of Bristol Bay. Bail was set at $260.

Luke D. Swab, 27, Merritt, MI., was cited for employing an unlicensed crewmen aboard the F/V Jimmy Jeff. No further information was given.

Rodman E. Miller, 50, Ilwaco., WA., was cited on July 6 for commercial fishing in closed waters aboard his vessel, the F/V Oogruk. Arraignment was set for July 15 in Naknek district court.

Marshall D. Kenneson, 38, Tumwater, WA., was cited June 27 for commercial fishing in closed waters in the Egegik district of Bristol Bay. Arraignment was set for Naknek District Court on July 15.

Richard Elmo Deigh, 78, Egegik, and Dinah Lou Bennett, 51, Dillingham, were both cited July 4 for failure to register their two unnamed vessels while fishing in the Egegik district of Bristol Bay. Bail was set at $60 and an optional court appearance scheduled in Naknek District Court.

Jasen Larsgaard, 27, and William S. Christiansen, 31, both of Dillingham; Stephen T. Cutshall, 30, Anchorage, and Ian D. Jones, 27, Portland, OR., were cited on July 2 for operating power boats without valid boat registration while commercial fishing in the Nushagak district of Bristol Bay. Arraignment was set for within 15 days in Dillingham District Court.

Maximilian Pozdeev, 20, Homer, was cited for commercial fishing on July 2, 400 feet south of the southern Igushik district line. Arraignment was set for Dillingham District Court on July 12.

Chad E. Tennyson, 22, Dillingham, was cited July 2 for commercial fishing in closed waters south of the southern Igushik district line. Arraignment was set for Dillingham District Court on July 12.

July 3

John Lont, 27, Washington (no home town listed) was cited on July 3 for failing to register his vessel while commercial fishing in the Egegik district of Bristol Bay. Bail was set at $60 with an optional court appearance in Naknek District Court.

Daniel Dwayne Wells, 30, Friendswood, Texas, aboard the F/V Islandia, was cited for fishing in closed waters in the Egegik district of Bristol bay. Arraignment ws set for July 13 in Naknek District Court.

Jason Alan West, 36, Longview, WA., and Warren Allen Hart, 74, Roseburg, OR., were cited on July 3 for failing to register their vesels while fishing in the Egegik district of Bristol Bay. Bail for both men was set at $60 with an optional court appearance in Naknek District Court.

Thomas C. Nelson, 55, Bremerton, WA.; Michael T. Piatt, 57, Palmer, AK., and Daniel Mullins, 19, Duluth, MN., were cited in late June for commercial fishing in closed waters of the Egegik district of Bristol Bay. Arraignment was set for July 14 in Naknek District Court.

Todd Radenbaugh, 47, Dillingham, was cited July 2 for sport fishing with a treble hook lure on the Agulawok River where single hook, artificial lures are required. Bail was set at $100 and arraignment set for Dillingham District Court within 20 days.

Ronald O. Oertwich, 66, Togiak and Craig S. Patterson, 51, Eugene OR., were cited June 29 for aiding their clients in committing violations while sport fish guiding on the Togiak River, by failing to log king salmon immediately upon landing. Arraignment was set for Dillingham District Court on July 14.

Troy A. Gibson, 40, Columbia, TN., was cited June 29 for commercial fishing in closed waters of the Egegik District on June 24. Arraignment was set for Naknek District Court on July 22.

Paul Golob, 55, Granger, WA., was cited for sport fishing July 2 with a treble hook lure on the Agulawok River where single hook, artificial lures are required. Bail was set at $100 and arraignment scheduled in Dillingham

District Court within 20 days.

Rex S. Capri, 57, Newport, OR., was cited June 27, for commercial fishing in closed waters of the Naknek district of Bristol bay. Arraignment was set for Naknek District Court on July 13.,

Marshall Kenneson, 37, Tumwatter, WA., was cited June 27, for fishing in a closed period in the Egegik district of Bristol Bay. Arraignment was set for July 15 in Naknek District Court.

Gale A. Leage, 56, Asta Casadero, CA., was cited June 30 for fishing in closed waters of the Naknek district of Bristol Bay. Arraignment was set for Naknek District Court on July 15.

Michael Wilson, 52, Ellensburg, WA., was cited June 29 for fishing in closed waters of the Naknek district of Bristol Bay. Arraignment was set for Naknek

District Court on July 20.

Michael Carr. 23, Port Townsend, WA., was cited June 29 for fishing in closed waters in the Naknek district of Bristol bay. Arraignment was set for July 20 in Naknek District Court.

Alexander M. Urie, 18, Shoreline, WA., was cited on June 27 for failure to have a photo ID as permit holder aboard the F/V Blue Adriatic while fishing in the Egeik district of Bristol Bay. Arraignment was set for Naknek District Court on July 20.

Paul Noste, 46, Washington (no home town listed), was cited July 2 for fishing in closed waters of the Egegik district of Bristol bay aboard the F/V Sinbad.

In addition a charge of tampering with evidence involving the case is being forwarded to the DA. An arraignment date was scheduled in the Naknek District Court for July 13.

Alaska State troopers said

George Jacob Earl, 30, Wasilla, was cited on July1 for failure to register his vessel in the Egegik fishing district of Bristol Bay. Bail was set at $60 and an optional court appearance for July 2 in Naknek District Court.

Aiyung Sun, 53, Fairbanks, and Tobin Eli Kunz, 31, Raymond, WA., were cited individually on July 1 for failing to register their vessels for the Egegik commercial fishing district. Bail for each was set at $60, with an optional court appearance in Naknek District Court.

Matthew K. Olsen, 45, Yreka., CA, was cited June 29 for fishing in closed waters south of the Nushagak district line. Arraignment was set for Dillingham district court on July 19.

Ace C. Keim, 30, Anchorage, was cited on June 28 for fishing in a closed period in the Nushagak district of Bristol bay. Arraignment was set for Dillingham District Court on July 12.

David B. Zielinski, 47, Seattle, and Karl L. Nelson, 50, Port Angeles, WA., were cited June 30 for fishing in closed waters in the Nushagak district of Bristol Bay. Arraignment was set for Dillingham district Court on July 12.

Nicholas Basargin, 22, Alberta., Canada, and Alexey E. Basargin, 34, Homer, were cited June 28 for commercial fishing during a closed period in the Nushgak district of Bristol Bay. Arraignment was set for July 12 in Dillingham District Court.

James H. Bingman, 74, Dillingham, was cited June 29 for fishing in closed waters of the Nushgak district of Bristol bay. Arraignment was set for July 19 in Dillingham District Court.

Thomas L. Hoseth, 59, Dillingham, was cited June 27 for fishing in closed waters of the Nushgak district of Bristol Bay. Arraignment was set for July 12 in Dillingham District Court.

Nicholas N. Basargin, 22, Alberta, Canada and Alexey E. Basargin, 34, Homer, were cited June 30, for fishing during a closed period in the Nushgak district of Bristol bay. Arraignment was set for July 12 in Dillingham District Court.

July 1

Keith Skalsky, 48, Wasillia, was cited June 29 for failing to record a king salmon taken on the Nushagak River immediately upon landing as required. Bail was set at $100 and arraignment scheduled in Dillingham District Court within 20 days.

Russel W. Brickner, 56 , Spokane WA was cited June 29 for sport fishing without a valid 2011 license or valid king salmon stamp on the Togiak River. Bail was set at $400 and arraignment in Dillingham District Court within 20 days.

Katherine R. Carscallen, 25, Dillingham, was cited on June 27 for operating a commercial drift gillnet during a closed period in the Nushagak District

as skipper and permit holder on board F/V Sea Hawk and for failing to have a vessel triangle plate permanently attached to the vessel as required. Arraignment was set for Dillingham District Court on July 19.

Timothy Juarex, 50, Tillamook, OR., was cited June 28 for failure to complete his sport fish guide log book as required while guiding on the Nushagak River. Bail was set at $200 with arraignment within 20 days in Dillingham District Court.

Sarah Z. Catalone, 47, Manakotak, Moxie I. Wyagon, 38, New Stuyahok, Alexie Mochin Jr., 54, Manakotak; and Ferdinand Sharp, 62, Manakotak, were cited individually on June 30 for operating a power boat without a valid Alaska boat registration. Bail for each person was set at $60, with arraignment in Dillingham District Court within 15 days.

Niclas J. Reuben, 25, Sequim, WA., was cited June 28 for operating a power boat in Alaska without a valid Alaska boat registration. Bail was set at $60, with arraignment in Dillingham district Court within 15 days.
