LAWRENCE — A woman charged as part of an alleged nationwide identity theft ring was paying just $9 per month to live in a subsidized apartment at 19 Bigelow St. in South Lawrence. Carmen Beltre, 47, was arrested on Feb. 23 on a federal warrant. She had been a fugitive since being named in the 69-page federal indictment Jan. 11 and avoiding a nationwide roundup of suspects.
