Week of February 7 – 13
This week’s report once again demonstrates just how dangerous sanctuary cities are to citizens. When law enforcement agencies are prohibited from working with each other by politicians, Americans suffer. One of the greatest fears is that dangerous alien criminals may be released from jails due to sanctuary laws, without adequate notification to ICE, and then go on to commit more crimes. Sadly, this fear becomes a reality all too often.
Child Molester Strikes Again After Released from Jail
Charlottesville, VA
Marissa Martinez, 29, was first arrested on May 9, 2018, after she entered the U.S. illegally at the San Ysidro Port of Entry in San Ysidro, CA. Martinez, who also goes by Wilson Yovani Martinez or Maritza Martinez, was taken into custody in 2018 but then released with an ankle monitor. She complied with the monitoring program and the anklet was removed on March 3, 2019.
The Charlottesville police arrested Martinez on Nov. 30, 2019, for misdemeanor sexual assault of a child and assault and took her to the Albemarle-Charlottesville Regional Jail. ICE filed a detainer with the facility that same day. However, in compliance with the city’s sanctuary policies, the police released Martinez on bond and only provided ICE with an hour’s notice – not enough time to arrange to take her into custody.
Not even two months later, on Jan. 3, 2020, Martinez was again arrested, this time for felony indecent liberties with a child. And once again, ICE lodged a detainer that same day. And, of course, when she was released on Jan. 21, officials did not give the federal agency enough notice to assume custody, allowing the alleged molester back into the community.
ICE officers arrested Martinez in Charlottesville on Feb. 3. She is currently detained at the Caroline Detention Facility, where she will remain until the conclusion of her immigration proceedings.
It is unclear whether the alleged crimes were committed against the same child, but, because of sanctuary laws, this child or another was abused when it could have been prevented. ICE’s Washington, D.C. Enforcement and Removal Office Field Director Russell Hott criticized sanctuary laws and the preventable crimes they cause:
“When detainers are ignored, and criminal aliens are released back in the community, our greatest fear is that they will re-offend. That is precisely what is alleged to have happened here. The Albemarle-Charlottesville Regional Jail chose to ignore a lawful detainer that would have kept this individual off the street and instead made a bad-faith attempt with one-hour notice, not once, but twice. When we’re talking about the safety of a child, there’s no room to play political games.”
ICE is taking these matters seriously. Already, the agency has filed subpoenas against New York and Denver for releasing individuals despite a filed detainer. Now, they are going after Charlottesville, too.
North Carolinians for Immigration Reform and Enforcement (NCFIRE)

Each month, the North Carolina organization NCFIRE posts a list of sexual crimes committed against children by illegal immigrants. The numbers are staggering – especially considering that they’re just for one state. Take a look at the last four months’ worth of statistics.
October 2019
- 30 illegal immigrants were arrested.
- 77 charges of child rape and sexual abuse.
November 2019
- 11 illegal immigrants were arrested.
- 27 charges of child rape and sexual abuse.
December 2019
- 17 illegal immigrants were arrested.
- 53 charges of child rape and sexual abuse.
January 2020
- 38 illegal immigrants were arrested.
- 140 charges of child rape and sexual abuse.
This barely represents a drop in the bucket of just how many children are being sexually abused nationwide by people who shouldn’t have been here to begin with.
Sanctuary cities and states are only making it easier for predators to remain in the country as they prey on U.S. children.
