HELENA – Senator Debby Barrett (R-Dillon) wants to make it illegal to cyber-bully a hunter, saying that the bill comes in response to last year’s wolf hunt.

Barrett told the Senate Fish Game Committee that those who opposed the wolf hunt gathered a list of names and e-mail addresses from Montana Fish, Wildlife Parks of people who had registered for the hunt.

They then began cyber-bullying the hunters. Barrett says her bill would prevent FWP from releasing hunter’s personal information without permission.


The Montana Newspaper Association is opposed to the bill saying that it violates Montana’s Right to Know Law.

FWP legal counsel Bob Lane told the Committee that the way the law is written would prevent governmental agencies from using the hunter license lists for internal affairs.

Senator Barrett says she did not intend for the bill to read that way and will work towards clarifying it.

A BILL FOR AN ACT ENTITLED: “AN ACT REVISING LAWS RELATED TO THE RIGHTS OF HUNTERS; PROTECTING HUNTERS’ RIGHT TO PRIVACY; PROHIBITING THE DEPARTMENT OF FISH, WILDLIFE, AND PARKS FROM RELEASING HUNTERS’ PERSONAL INFORMATION WITHOUT PERMISSION OR A COURT ORDER; MAKING IT UNLAWFUL TO HARASS, THREATEN, OR INTIMIDATE BY ANY MEANS AN INDIVIDUAL BECA– USE THE INDIVIDUAL PURCHASES A HUNTING LICENSE OR ENGAGES IN THE LAWFUL TAKING OF A WILD ANIMAL; AMENDING SECTIONS 87-2-106, 87-3-142, AND 87-3-144, MCA; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE.”
