Online fraudsters could finally get their comeuppance

“It’s a basic framework of law to get better cooperation between countries. As
an individual country we can only do so much… it crosses borders and
jurisdictions.”

“We’ve got to try and stop those who might hide away in particular countries
or exploit lack of coordination.”

The belated ratification of the Convention was designed to send a signal about
the seriousness with which the Government now takes cyber crime and
security. The next stage of that is due tomorrow, with the publication of
the updated Cyber Security Strategy, which will set out plans to deal with
online crime, espionage, terrorism and the potential for state conflict via
the internet.

In the fight against online fraudsters the biggest change on the horizon is
the creation of the National Crime Agency. It will merge specialist cyber
law enforcement expertise at Scotland Yard with the Serious Organised Crime
Agency’s international criminal intelligence capabilities.

“The new national cyber crime unit within the National Crime Agency is
intended to draw together the strengths of the Police Central e-Crime unit
together with the SOCA e-crime unit,” said Mr Brokenshire.

But the new agency, due to be established next year, has provoked grumbles
from cyber crime investigators frustrated by frequent reorganisations and
budget tinkering. They will also lose some of their distinct identity,
instead being integrated with the rest of National Crime Agency’s work on
organised gangs and fraud.

“Drawing the new unit together actually sends out a message that cyber crime
is something that affects all of us. It’s very easy to say ‘this is a real
specialist thing that we can put in a box and leave for that specialist unit
to deal with’,” said Mr Brokenshire, dismissing the concerns.

“It’s about punching beyond that and taking this message more broadly across
government, law enforcement and business and delivering greater cyber
safety.”
